A Chinese Couple Under Investigation for Child Abuse Was Discovered to Be in Possession of 21 Children—None of Whom Were Their Biological Offspring—and Were Potentially Preparing to "Sell" Them

A Chinese-American couple in California has been accused of operating a human trafficking ring suspected of selling infants through surrogacy arrangements, a scheme involving at least 21 children.

The case came to light following a report of child abuse. Arcadia police received a tip-off regarding a two-month-old infant who had sustained unexplained head injuries; by "following the trail" from this initial lead, investigators stumbled upon a residence located on Camino Real Avenue. The house is reportedly valued at $4.1 million.

After obtaining a search warrant, detectives raided the residence and seized the surveillance cameras found inside—only to make some shocking discoveries.

Arcadia Police Lieutenant Kollin Cieadlo stated: "We discovered a large number of children [inside this house]—specifically 15 children—ranging in age from two months to 13 years old."

It turns out that these children all belong to a Chinese-American couple: 65-year-old Xuan (surname) and 38-year-old Zhang (surname). The couple had previously been arrested in May of this year.

Police stated, "Many of the children were born via surrogacy, after which Xuan and Zhang obtained legal custody of them."

Investigators reported that an additional six children have since been transferred to other families. All 21 children have been confirmed to be the biological offspring of Xuan and Zhang. The couple was arrested on charges of endangering the safety of children but was subsequently released.

The most serious case involved a two-month-old infant who was hospitalized with severe head injuries.

Police have also issued an arrest warrant for the children's 56-year-old nanny, Li (surname). Surveillance footage recovered from Xuan and Zhang's home identified her as the primary suspect in this child abuse case; the footage showed her violently shaking and striking the infant, subjecting the child to both "verbal and physical abuse." The footage also revealed other nannies abusing the children. Li currently remains at large.

Sources indicate that of the 21 children—who range in age from approximately two months to 13 years—17 are aged three or younger. The majority, however, are between one and three years old. Police confirmed that all the children have been placed under the custody of the Department of Children and Family Services.

Where did these children come from?

The Arcadia investigation determined that these children were the product of a surrogacy agency operated by individuals identified as Zhang and Xuan.

No charges have been filed at this time. The Los Angeles County District Attorney's Office has declined to comment on the case.

In the United States, while there is no legal limit on the number of children one may have via surrogacy, police are investigating the alarming conditions discovered within the home. Kallie Fell, Executive Director of the non-profit Center for Bioethics and Culture, stated that while the couple may not have violated any laws by having so many children through surrogacy, the situation "carries overtones of human trafficking."

"To me, this looks like human trafficking—trafficking in children," Fell said. "What exactly is the objective behind having so many children in a home using these assisted reproductive technologies?"

Kayla Elliot, one of the surrogate mothers hired by the couple, stated that she genuinely believed they were simply clients looking to have a child—never imagining that their true intention was to exploit her to give birth, only to then sell the baby.

"It is absolutely horrific and deeply disturbing; it inflicts immense emotional trauma."

Elliot recounted that the couple told her they had only one child of their own and, for that reason, wished to obtain custody of the child she was carrying for them.

“We were supposed to trust these agencies and follow their guidance; instead, we discovered that the entire operation was a scam—and that these agencies were actually owned by the parents themselves—a fact that had never been disclosed.”

Currently, Zhang and Xuan face felony charges of child endangerment and child neglect. It remains unclear whether they will face additional charges related to the surrogacy agreements.

Police state that the abusive nanny has not yet been located.
